Council Meeting Procedure

The Mayor chairs the Council Meeting. 

The Order of Business for meetings is:

  1. Opening prayer, acknowledgement of country and national anthem
  2. Apologies
  3. Confirmation of minutes
  4. Mayor's minutes
  5. Public forum
  6. Declarations of interest
  7. Reports of Development/Community Services Committee
  8. Reports of Finance/Works Committee
  9. Reports of other Committees
  10. Correspondence and officer's reports
  11. Motions pursuant to notice (if any)
  12. Questions on Notice
  13. Reports of Committee of the Whole

A member of the public who wishes to address Council in relation to a topic before Council for discussion can complete the Items For Discussion form to hand in before the meeting. They will be allocated five minutes to speak.

Any member of the community can put questions on any topic to Council during the public forum.

The public forum operates under the following provisions:

  • There be a time limit of 30 minutes
  • each person is limited to one question of no more than three minutes
  • all questions must be submitted in writing to the General Manager by no later than 4pm on the day of the meeting
  • questions not answered at the meeting will be responded to in writing
  • the Mayor determines if questions are in order and appropriate
  • a report will be included in the Business Paper addressing all questions received for the previous meeting
  • Councillors may ask questions of the person addressing Council

All Council Meetings are conducted in accordance with Council's Code of Meeting Practice.
