Roles in Council of Mayor, Deputy Mayor and General Manager
In Holroyd the Mayor is elected by the Councillors each year.
The role of the Mayor is to:
- Exercise, when needed, the policy-making functions of the governing body of Council between meetings of Council
- Complete other functions of Council as Council determines
- Preside at Council meetings
- Carry out the civic and ceremonial functions of the Mayoral Office
The Deputy Mayor may perform any functions of the Mayor at the request of the Mayor; if the Mayor is prevented by illness, absence or other circumstances; or if there is a casual vacancy in the office of Mayor.
The role of a Councillor, as a member of the governing body of Council, is to:
- Direct and control Council affairs in accordance with the Local Government Act
- Participate in the optimum allocation of Council’s resources to benefit the area
- Play a key role in the creation and review of Council’s policies, objectives and criteria relating to the exercise of Council’s regulatory functions
- Review the performance of Council, its delivery of services, the management plans and revenue policies of the Council.
The role of a Councillor, as an elected person, is to:
- Represent the interests of the residents and ratepayers
- Provide leadership and guidance to the community
- Facilitate communication between the community and the Council.
A Councillor (other than the Mayor) holds office for 4 years, subject to this Act.
The Council is responsible for determining:
- The organisation structure
- Those positions within the organisation structure that are senior staff positions
- The resources to be allocated towards the employment of staff.
