Holroyd Council can do!

Competitive Neutrality

Competitive neutrality is based on the concept of the ‘level playing field’ for all competitors in a market, be they public or private sector competitors. Ultimately it means that local government businesses shouldn't have a competitive advantage over other businesses resulting from public ownership.

If you feel that Council has not met the requirements of the Pricing & Costing For Council Business - A Guide to Competitive Neutrality then please forward your concerns to Council.

Council's Category 1 Business Activities:

  • Child care centres
Council's Category 2 Business Activities:
  • Swimming centres
  • Holroyd Function Centre
  • Commercial waste collection

Council has identified the level of subsidisation associated with these business activities to meet competitive neutrality pricing requirements.
