The Living Holroyd Program

Council's Living Holroyd program has been created to focus our city on the future, with Council and our community working together.

The program takes in a wide-range of components and presents opportunities for direct community involvement in Council's planning process and to shape the future of our city.

This section of Council's website has been designed to act as a portal to access plans, view updates and provide input on the Living Holroyd program. As the program evolves, information will be updated and links to resources provided to ensure the latest progress is provided, across the following components:

Integrated Planning and Reporting

The Division of Local Government's Integrated Planning and Reporting structure has been developed to replace existing Council planning requirements and will enable Council to strategically respond to current and future community needs.

Council is required to develop a long-range planning system which refines its focus through community engagement and seeks to align the provision of Council Services with resources at financial, asset and human resource level.

The core aims of Integrated Planning and Reporting include the development of:

• a direct connection between Council and our Community's vision and expectations
• a strengthened strategic focus for Council
• improved sustainability for the local community through encouraging Council, State agencies and our Community to work together
• a detailed understanding of the regional context within which Council operates
• integrated planning processes across Council, our Community and key stakeholders to reduce red tape and streamline reporting

Our Plans

• Living Holroyd has established a set of plans to outline the long-term vision for the future of the City, created in partnership with the community. In summary, these plans include:
• the Living Holroyd Community Strategic Plan - covering the next 20 years and identifying the Holroyd community vision and expectations for the future of our City
• the 2011-2015 Delivery Program(incorporating the 2011/2012 Operational Plan) which establishes a rolling program of actions and priorites that outline how Council will deliver on th eoutcomes proposed in the Community Strategic Plan, both in a 4 year period and further detailing those priorities in the coming 12 month period and the resources required
• the 2011/2012 Statement of Revenue Policy which sets out Council's rating and pricing structures and contains the 2011/2012 Fees and Charges, 2011/2012 Capital Works Program and the 2011/2012 20 Plus Asset Management Strategy  
• the Resourcing Strategy includes Council's Workforce Strategy, Long Term Financial Plan and Asset Management Strategy and Plans which have been established to drive the above plans

Engaging our Community

Living Holroyd has delivered the plans outlined above through engaging our community and actively seeking your views on the future of our City.

During 2012, the Living Holroyd Community Strategic Plan will be reviewed to:

• Update the demographics information in the Community Strategic Plan in light of the 2011 Census data.
• Reflect the new NSW State Plan and its strategies
• Ensure that the aspirations of our Community and Council are still reflected in the Community Strategic Plan

The Living Holroyd Community Engagement Strategy has been updated to guide the review of the Community Strategic Plan and encourages the involvement of all members of the Holroyd Community. The Strategy has been designed to account for the size and composition of our population, while also focusing on the role of our Councillors and Council staff in the review process.

Balanced, Sustainable Strategies

Underlining the development of a community vision, will be a focus on sustainable strategies which balance Council's commitment to the environment and the social cohesion of Holroyd with its infrastructure, assets, finances and workforce.

Building on our existing commitment to sustainability, the NSW Environment Trust has awarded a grant to Council as part of its Urban Sustainability Program for Sustainable Planning to support the embedding of sustainable initiatives within the Living Holroyd program.
