Section 94 Contributions

Council levies fees from developers where a development will, or is likely to, increase the demand for public amenities and public services within the Council area. 

Council's Strategic Planning Section is responsible for the preparation of Section 94 Contribution Plans. This involves forecasting the expected increase in demand for the services and amenities arising from new development and formulating a fee schedule to meet the expected costs. 

Holroyd Council has five Section 94 Plans currently in effect levying funds, or requiring provision of works-in-kind, towards:

Separate contributions plans have been adopted by Council, in accordance with State Environmental Planning Policy No. 59 - Central Western Sydney Economic and Employment Area (SEPP 59), for residential and employment lands at Pemulwuy and Prospect. These lands were formerly the Boral Quarry and the CSIRO site.

The Contributions Plans levy for the provision of open space and recreation (including new playing fields), community facilities and traffic management measures. Copies of the Contributions Plans and accompanying Works Schedules can be downloaded here:
