
Holroyd Local Environmental Plan (HLEP 1991) has the broad function of controlling development throughout the City. It divides land into different zones and, among other things, details the activities that can be carried out within each zone and those activities which are prohibited. For example, it establishes whether the land can be used for houses, residential flats, industry, shops etc. LEPs are legal documents and should therefore be consulted first when contemplating a development.
A copy of the LEP map showing the zoning of all land within the Holroyd Local Government Area is available to view by clicking here, and is also on display in the Council Chambers. Please note that zoning information cannot be given out over the phone or via email. If you require a copy of the LEP zoning map you will need to fill in a map request form and provide this to Council with the appropriate fee. However, in order to establish the correct zoning of a property it is recommended that you obtain a Section 149 Planning Certificate from Council, which specifies the zoning and other controls that apply to a particular property.
A change to an existing zoning requires a rezoning application to be lodged for Council's consideration, with supporting information justifying the need for the change. Council does not generally support "spot rezonings" that alter the zone of a particular land parcel. Please read this information on rezoning applications for more details.
