Easements

Requests for the establishment or extinguishment of a drainage easement to cover Council's stormwater pipes on private property must be in writing.

The request must include the following information:

  • Location address, lot and DP Number
  • Property owner's name and address

A council officer will contact the applicant as soon as practicable after the written application is received, usually within one week. These matters generally take a considerable time to finalise as surveyors, solicitors and the State Land Titles Office are involved.

Establishment of drainage easements over existing Council pipelines is a low priority for Council.

Easements for private drainage lines are a matter between the property owners involved.

Easement Plans

Enquiries about easement plans should be made to the Department of Lands. Charges may apply.

Flood Advice

Parts of the City are subject to flooding from time to time (please see the flood map). For some locations flood studies exist which estimate the flood level for various storm events. Flood levels applicable to a particular property may be available for a charge of $78.

An application for the supply of flood levels must be made in writing on a Request for Flood Advice Letter. The information required includes:

  • Property owner's name and address
  • Property location address and lot and DP number (if known)
  • If there is a stormwater pipeline, watercourse or drainage easement on the property (if known)

An officer will issue the customer a Flood Advice Letter, usually within 3 working days. Payment must be made before the release of the information.

On-Site Stormwater Detention 

On-Site Stormwater Detention (OSD) involves collecting rain, storing it temporarily and releasing it in a controlled manner to prevent flooding in the case of a storm

Important Note:

Design and construction of an On-site Stormwater Detention system shall be carried out in accordance with Council's OSD Policy and in conjunction with the Upper Parramatta River Catchment Trust (UPRCT) Handbook - Latest Revision of the 3rd Edition.
