Holroyd Development Control Plan 2007

Holroyd Development Control Plan 2007 provides specific guidelines on how development of a particular type and/or at a particular location is to occur.

New development should meet the requirements of the DCP.  Potential developers should therefore consult the relevant DCP Parts and sections below to ensure Council's requirements are satisfied.

The entire DCP may be purchased on CD-ROM for $30.75. Alternatively, a hard copy of the Main Volume (Parts A – K, excluding Sections 8-15 of Section G) may be purchased for $120.00.  Hard copies of Sections 8-15 of Section G, which include area specific controls for the Neil Street and Merrylands Town Centre Precincts, Holroyd Gardens, and the Pemulwuy Employment and Residential Lands, may be purchased, on application, at production cost.

Council also has a number of policies and codes that, whilst not technically part of Holroyd Development Control Plan 2007, set out requirements which should be met. These should also be consulted where relevant.

DCP 2007

Part A - Introduction & Guidelines
Explains DAs and the guidelines for subdivision, car parking, roads, heritage and conservation, landscaping, erosion control, waste management, services, water management and contributions.

Part B - Residential Controls
Provides advice when submitting a DA for residential and non-residential development in the three residential zones.

Part C - Business Development
Applies to land zoned General Business 3(a) or Neighbourhood Business 3(b), prepared to provide guidelines for the direction and control of development within commercial centres.

Part D - Industrial Development
Applies to land zoned General Industrial 4(a), Light Industrial 4(b) and Special Industrial 4(c), prepared to provide guidelines for the direction and control of development within those industrial areas.

Part E - Public Participation
Outlines when public participation will and will not be invited and the procedures that must be followed to keep the public informed.

Part F - Advertising & Signs
Provides guidelines for the erection and display of advertising to ensure it does not impact with public amenity or safety.

Part G - Site Specific Guidelines
Outlines where there are differing and overriding controls for specific areas of Holroyd.

Part H - Heritage & Conservation
Conserves heritage significance of the natural and built environment and provides guidelines for development in relation to heritage items and conservation areas.

Part I - Exempt & Complying Development
Provides standards for exempt and complying development and makes sure that the assessment and approval process is appropriate to the nature of the development.

Part J - Childcare Centre
To encourage childcare centres and ensure they are appropriate and sympathetic to the area.
