What is a development application (DA)?

A Development Application (DA) is a written request for permission from Holroyd Council to carry out building or development work.

Examples of activity that might require a DA include:

  • New construction
  • Alternations or additions to an existing building
  • Use of land or premises (such as for a shop)
  • Changing the way the land is used (like from a home to a business)
  • Advertising or other signage
  • Subdivision of land
  • Demolition

A DA must be submitted to Council to undertake development specified by the provisions of the Holroyd Local Environmental Plan 1991 or any other relevant Environmental Planning Instrument (such as SEPPs or REPs).

All applications and certificates require the payment of relevant fees. Please refer to the current fee schedule, or contact the Customer Service Centre.
